I ran into this problem in world 2, rapids. I tried many things like changing my angle of attack by adjusting my position and where I was aiming, in addition to purposefully jumping into the crocodile so he would snap at me.
However, he remained unresponsive so I had to give up since it was the only way to progress.
In level 2, with the water part, some of the alligators did not respond after attacking them. This made it impossible to continue forward. They would still attack if I tried to jump on them.
The weird thing is that they responded fine the first time, but I died at the long bridge and had to restart.
