It would be really nice to crowd-source a solution from your players and program the code but seriously…. you are making a mountain out of a molehill.
Currently hardcore siege trolls incidents are at most less than 10 sad players. Hire an intern to investigate the players with extremely high incident reports from unique players and pass to a dev for action. Crosslink the alt account with their main (IP address) and ban for 72 hours. If behaviour persist, ban 1 week and so fro. The lack of consequences for trolling is what is causing the problems to compound.
Coding restricted siege blueprints usage with a certain time may be tricky and bug-prone and hack-able, but worth a try if your coding skills are good. But this will take a long time by Anet’s previous history ( " in the next feature patch" lol ).
The new cost of commander’s tag is 300 gold. Alt accounts that are willingly to spend this gold to troll will be doing their sad deeds for long periods of time and easily identified. If there is a dev in charge of WvW , it is his responsibility during the tournament to ensure it goes smoothly. Man up, grab energy drink and start reviewing the siege troll complaints and ban. Surely anyone can handle this small pool of hardcore siege trolls.
This is a good idea . It makes a huge difference for low ranking servers that have only a handful of defenders. Then again, some players like Jeknar ( ET-rank 22nd ) might be too addicted to PvDoor easymode all day long in their last category matchups. The last category matchups is most of the time another eotm karma train.
An addon to this idea is to have a NPC that spawns in base when outmanned bluff is on for more than 30mins. Paying gold to NPC activates auto defending cannons , oil and mortars. This NPC despawns when outmanned buff disappears for more than 3mins.

Lower Tier Servers can have as little as 1-3 defenders on a map, so jumping to eotm means a great opportunity to play with many more people. The PPT also gets less emphasis so everyone walks away from the 3 hour matches feeling like winners as long as they had a great playing experience.
The definition of a great playing experience varies from each person . Some are contented to farm a few WXP levels, some level their alts while others hunt down other players for sport. A few play eotm as tower defence and challenge themselves to how long they can hold their keeps against 50 man zergs. All are viable playing styles and the most typical one is the " Queensdale " karma train style.
The devs have made a good map in eotm and a 3 hour mini WvW game. It is the players that determines how it is played. One impressive commander is zerg karma train killer " Xushin " that leads outmanned pugs to kill enemy zergs the whole game till they all logout or change maps.
