No, it should be in the Earth line because every other profession has it in their Toughness stat line.
Go get a PVP Karma armor set of Rares, it’s much less expensive than the Exotic PVE karma gear, has Power Vitality Toughness. Go buy some level 80 rare jewelry off the AH and you’re set.. probably for less than 2 gold.
EDIT: You don’t need to buy Exotics yet, you can get the whole set of rares for about the cost of one exotic piece.

You can also win objectives using overwhelming force, taking them before your opponent has the ability to respond and counter you at all- especially if you don’t have any defenders. That’s what I’ve noticed a lot playing on GoM is that we have a lot of trouble just keeping defenders and not enough people communicating enemy troop movements -or- when troop movements are given, moving our troops is like herding cats.
I’ve missed Khronus and Saria this week. They haven’t been on during the same times they were last pairing and our score reflects that.
So.. we should award the people that win with stuff that helps them … win? Wait what? The whole idea of PVPing is to kill other people and have FUN. Pwn noobs instead of facerolling bad PVE content.

For all the gold you’re “wasting” on PVP, you’re also making gold as you play to finance the gold you’ll spend.

At the end of a match, you should be happy if you won or motivated to try harder if you lost.
