Combining with level is not so good idea, in my opinion, since your crafting level and needs (what you want to craft) do not match necessarily with your level. But combining it with the tool would work well, especially in WvWvW areas.

I have had same problem with Trahearne in the level 62 Norn personal story quest. If he gets downed, he just refuses to move from the spot after he has been revived.
