Bug or Feature? (transmutation/dye)

I searched but I can’t find this exact issue.
When I go into my hero panel and try to recolor something it says I need transmutation charges which I don’t have any. Am I supposed to purchase them in the gem store? That seems a bit bonkers.
I’ve been away for a bit and trying to wrap my head around the expansions/changes.

Thank you.

Same issue, stops with one file left and won’t download it.

They would have to swap out your entire motherboard, good luck getting that done.
You have to purchase a new laptop to upgrade your GPU 99% of the time.

GW2 plays fine for a couple minutes then freezes/crashes.

Turn off any other programs you have running.
I found turning off Fraps to fix my crashing, you never know what is lurking behind the scenes causing GW2 to freak out and crash.

If you get a crash report to send to Arena Net there may be clues in it if you can post that.

Crashing

I have GTX550Ti and crashing heavily when at crafting area or bags open as well.
I will try turning graphics down when in town to see if that helps.
Already tried uninstalling all Nvidia drivers (with 10x reboots) and installing latest drivers, but that made it crash faster and more often.
I have noticed that the crash is pointing to an nvd3dum.dll file that is NOT part of the official Nvidia drivers package since after removing all nvidia drivers this file (all versions of it) remained and it’s considerably older. It’s actually a windows dll file for controlling with how windows interacts with the nvidia drivers. (at least that is what my research yesterday leads me to believe)

edit
I think running windows update and turning off Fraps resolved my crashing issue, not 100% sure yet but played 45min w/o issue so far.
