try this, it worked for me after trying to update after a long break. (same prob as you)

in the folder you installed GW2, there is a folder named bin (for me on 64bit windows the default path is C:\Program Files (x86)\Guild Wars 2\bin)
delete the BIN folder and restart the launcher. (the bin folder is recreated automatically)

edit: on 32bit windows it should be: C:\Program Files\Guild Wars 2\bin

Tried this and the installer went all the way up to 99% but then it crashed again with the same message.

“Disk write failed with error 997 (incomplete): file ‘C:\Program Files\Guild Wars 2\Gw2.dat’
Disk write failed (997: ): file ‘C:\Program Files\Guild Wars 2\Gw2.dat’”

Edit:
I managed to install the game after changing the installation folder to C:\Guild Wars 2 instead of C:\Program Files\Guild Wars 2

I bought the game yesterday and have the same problem as well with installing. Only difference is that i get to around 10-40% before crashing. Would like an answer to this problem.
