It does work. I transferred my legendary from 1 character to another. It carried the effects. I just hope when ascended weapon comes it would get upgraded too.

I know this has been asked a lot of times but I still cannot find a post that really verify my question. I even sent a support request but they just pointed me on this forum.

After playing my Guardian from release I really wanted my legendary on my Mesmer which is another character so I wanted to do the Transmute to “white” items trick to do so.

1. Does this “trick” work?
2. Would it carry all the special effects of legendary?
3. Is this an exploit?

Hope someone can verify and answer my queries.

I sent a support request from them and they just pointed me out on the wiki site and player forums. My point is we need an official response from ANet so we are not navigating the gray and not just speculations from other players too.
