Guild Wars 2

I was wondering if this was safe to purchase. http://www.gamesdeal.com/guild-wars-2-heart-of-thorns-addon-pc.html I cant find it listed under authorized retailers, but they are selling boxed copies (at least, i assume so if they are delivering on release date?). I know Anet has a policy for buying digital copies, but what about hard copies?

I can’t seem to access any of these vendors. My guild has the necessary contacts, EVERYONE else in my guild can use them, but not myself. I have two characters that have the same issue. It constantly gives me the generic response ‘I don’t have a contact with your guild at the moment. You’ll need to build me a place to work first.’

It seems to be an issue with my account only, as it apparently only effects my characters, which kills hope it’ll ever get fixed QAQ. please help.
