Besides new batteries … I would recommend not playing with a wirelessly keyboard or mouse. They might go out at the wrong time!
When its skill lag like that (1-2s delay before skill activates) there is lag on the network. But tonite it seems to be worse. Probably a precursor to the patch that is coming out soon.
Actually the acceptable framerates that I am referring to are in to 50-60 fps range. I occasionally dip down into the 40s with massive onscreen WvWvW battles. Still much higher than the 24/30 that makes games playable.
Keeping in mind that all the eye candy is turned to the maximum possible setting.
The only game that I’ve ever had a problem with was SWTOR. But then again everybody else had problems with it as well. What made that game much worse was Bioware telling everybody that its not their game client that is the problem, rather that it was the player’s PC. Regardless of the fact that every single other game that I played before SWTOR came out, including the massive Skyrim ran near flawlessly at close to 60 FPS.
I just hope that ANet doesn’t stoop that low.

IMHO, the cheapest path of upgrade, if money is a concern, is to upgrade your graphics card to something more powerful and recent. But this will only go so far because the graphics card will only be as fast as the data that is being pushed to it by the CPU.
If you decide to upgrade your CPU instead, make sure that your motherboard is compatible with it. Otherwise you will need a new motherboard and quite possibly new RAM to go along with it. All in all, the cost of which can be comparable to a new high end graphics card.
I run an I7 2600 with a Radeon 7970 GE, 16GB RAM playing at 2560×1600 resolution and I get respectable framerates even in massive WvWvW battles.
Your video card is going to affect the performance of the game more than your CPU.
A posting of your machine’s specs would help tremendously. The people that Anet has moderating the forums are most likely not as technically inclined as the programmers who wrote the code.
But what was really useful was the last section of what you posted. It is a reference to your video card. My suggestion is to try different video drivers.
The only crashes I’ve ever had are from sound. When there are tons of people on screen in WvWvW, the sound goes bonkers, replaying a single tone over and over again. I was able to reduce crashes due to sound by making tweaks in the audio settings and have yet to experience a crash.
As a matter of fact, I can’t remember the last time I crashed from audio. And I have never crashed from video.
That’s nothing. I recently experienced culling in the open world outside WvWvW on one of my low level characters in the starter zone where the population is expectedly low and shouldn’t have been affected by culling.
Players from other servers that you are fighting against in WvWvW zones are/can still invite you to a group.
I was able to use a skill challenge (the one where you only have to channel) while in a downed state.
I don’t know if this is a bug or what, but I’ve played 3 chars past the part of the personal story where you choose to either join the Priory, Vigil or Orders and after the first char, you can no longer choose the same Order as the first or second characters.
So lets say the first character chooses the Vigil.
Second character cannot choose Vigil and must choose between Priory or Orders, so lets say I choose Orders.
Third character must choose Priory.
What happens to my fourth and fifth characters?
