Zone out of the Silverwastes and back in (to PVP or to Dry Top, etc).
Change your active story step in the Journal and then back again.”

I have the same problem. Rally to Maguuma is bugged for me. I have all steps done up to and including “Enter the Pact staging area” , but it doesn’t want to let me through the portal because I need to finish “Torn from the Sky”. There is no waypoint or anything to continue the story. This is preventing me from playing HoT.
