I’ve read on the notes for the april 15th update this:
“Deep Strike: Fixed a bug that caused bonus precision to be calculated incorrectly. "
Unfortunately, in my experience now the bug is even worse than before. Now the percentage on the hero panel variates wildly and without any sense, especially in combat. Furthermore, the passive increment of precision given by the trait is still inconsistent. Please note that I’ve observed this behaviour repeatedly in lvl 80-only places like fractals and cities, so I’m pretty sure that the issue is not related (at least not directly) to level scaling.
For what it’s worth, I noticed that Honor of the Waves boots were affected by the change in a significant way; not as “bad” as shoulders perhaps, but the size increase is quite noticeable. I’m posting a comparison.
I would like to know if the change was intentional or not, and if we should expect to see it reverted or not.
Same problem here, a full fractal level done (lvl 31) after today’s patch, but no daily achievement or advancement in the Fractal Fortnight achievement.
I’ve noticed in the last days that the warrior trait “deep strike” behaves in a very odd way in the hero’s panel. Sometimes the amount of precision stat gained in the hero’s panel because of this trait is not shown, nor is the gained % of critical chance. Sometimes however there is the opposite behaviour: the correct amount of precision and critical chance appears, and it is also correctly updated (for example if you use or unequip a signet) but this increase remains fixed in place on the panel stats even if you actually switch trait, removing Deep Strike.
The only discerning factor I have discovered so far is that this behaviour is reset when you switch area (not just a generic waypoint transfer, you need to load a new area); this apparently may bring you from one of these to bugs to the other, and vice versa. Furthermore, I’ve observed that the actual behaviour of this trait in the hero’s panel may shift during a regular pve game session (it happened to me several times during a Tequatl event, for example, but I wasn’t able to pinpoint any specific cause).
Please note that I have no idea if this is a behaviour of the real game mechanic or just a mistake of the new interface of the hero’s panel; either way it makes the use of this trait quite impractical.
I wouldn’t know how to properly test this trait, but during normal gameplay I have repeatedly observed a surge of damage happening roughly below 50% health, not 25%.
I’d be happy if someone could confirm this in a more reliable way, but I suspect the trait wasn’t actually changed and the 25% treshold in the new graphical interface is just a mistake.

On my warrior I’ve observed that switching a skill to a signet while you have a banner on your skillbar in cooldown may cause the signet to inherit the cooldown of the banner.
Example: Dolyak Signet equipped in slot 7, Banner of Discipline in slot 9. Once I get out of combat, while the banner is still at (45 s) cooldown, I switch slot 7 to Signet of Might, and the signet immediately appears with a cooldown sincronized to that of the banner (45 s as well).
I’m not sure every signet and/or banner is vulnerable to the bug; so far I’ve observed that both Signet of Might and Dolyak Signet can “inherit” the cooldown, and both Banner of Discipline and Banner of Strength can “transmit” it.
Note that even with these combination of skills the bug doesn’t always occur, but it’s a pretty frequent (and annoying) problem.
Details of character that experienced the bug: warrior, norn, female, lvl 80.
Relevant traits equipped: no banner-related traits equipped at the moment.
Places where the bug was observed: mostly Ascalonian Catacombs.
