A few people, including me, having this problem here.
I’ve also been having this problem since launch,and sent in support tickets. I had a similar problem during the Beta for a time as well, but I’m not sure how it was fixed. ArenaNet really doesn’t seem to want to fix it, because it’s been going so long. I hope it gets fixed soon.
