Bolt 1: Both the Loana event for the relic and Nabbi at Straits are bugged. Their even never resets, so you can only do the events if you start on a fresh map – which is almost impossible with the megaservers.

Even participating in the events will have Loana not sell the item. I can confirm Nabbi is NOT bugged, as I was able to load in after the event and buy the item.

For Zap’s Legendary Collection, Explorer Loana is not selling “Intricately Carved Orrian Relic”. She is also not interactable.
