They do it for balance purposes. You could basically murder bosses if you could reflect them.
The Risen Priestess of Dwayna’s shockwave attack can also be fully reflected back on her if you have Wall of Reflection up in her face.
I haven’t personally experienced WoR failing to block Kholer’s pull ability, although I have noticed that it no longer reflects it.

@OP – I believe that this cannot be stressed enough. I just encountered a group on the Grawl Fractal at 31 where nobody else bothered to switch to a weapon with an immobilize/cripple, and we wiped on the first half with everybody uselessly chasing down the veteran shaman.
I’ve had groups on both ends of the PuG-ing spectrum, but not many downright horrible ones.
Most of the successful groups I’ve encountered employ proper communication, while those that don’t tend to fail at key points like the Dredge gates/Imbued Grawl Shaman/Giant Ice Elemental.
I usually try to switch traits, support skills, and weapon/armor sets to suit the situation (even mid-fractal for different phases), but groups are sometimes too impatient and start events before I (or anyone else who bothers switching) can tell them, resulting in reduced overall group efficiency because we may be missing out on key utilities like reflection.
This often results in a wipe, or at least a very frustrating encounter if someone else is able to provide the utility needed.
It’s after 10, just like non-infused rings ceasing to drop after 20.
You can also watch his buff/debuff bar, a Protection symbol will appear a second before he fires his Nova.
Did this fractal earlier, and I noticed that I’d dodge his Nova blast, but get killed by an ability called “Swing”…at over 1000 range away. Has anybody else noticed this?
yeah that’s what i thought was thinking maybe i didnt know a mechanic or something i was like how the hell does vigor directly affect dps?!
