You should try clean gpu driver installation with something like: DDU (Display Driver Uninstaller).
Nope, endurance recharge still stays at 15%. Only healing is improved.
I have noticed that AMD processors tend to get worse performance (atleast in GW2) than Intel ones.
Guild Wars 2 is VERY cpu dependent (and poorly optimized) game. I have Intel i5 4670k and I recently upgraded my GTX 960 to GTX 1060, and I did not gain a single FPS better performance than before.
The only suggest I can give you is to upgrade your hardware, mainly motherboard, processor and RAM for much smoother performance.
Have you got the latest AMD display driver installed?
What kinda of temperatures are you getting while playing GW2?
You could also try repairing the Guild Wars 2 client by following these steps:

You should click the tiny “?” mark next to the Bus Interface and click the “Start Render Test” button.
Now the program will will run Render Test, and the GPU-Z should show you the real bus interface speed.
On non-demanding use your motherboard will use the full capability of the PCI-E slot to save power or something.. 
Easily you should get 60+ fps while doing anything.. But the problem with the meta events is that Guild Wars 2 itself is not that nicely optimized no matter how good your pc is.
I myself got i5 4670k, GTX 960, 8gb ram 1080p resolution and playing with all maxed except render sampling set on native, and all that gives me 60+ all the time except world bosses while all the effect spam and lotsa people running around.
