For the April 15th update all starting town clothes were turned into infinite tonics (as well as some individual items that used to be available in the gem store). There are a few outfits that were/are sold in the gem store that you can now wear during combat (some include the pirates outfit, mad king outfit and witch outfit), which you can wear by doing what JCROY described above. If you want to wear your original starting town clothes, the only way is using that tonic.

It will not be like the Karka invasion, they learned not to do events like that. It will most likely be an instance as soon as you enter the map, like the Kessex Hills instance with the tower. They have confirmed on twitter that you won’t miss a thing if you can’t log in right at the update.

I’m sure it will probably an instance much like the tower in Kessex Hills. By which I mean that instance when you first entered the zone, then you will see the ruined Lion’s Arch after that.
