I recieve “Tempest’s Loop” when I’ve completed elite specialization of Tempest, instead “Machined Warhorn”.

Can I get Machined Warhorn?

I’ve salvaged exotic Rabid Ceremonial Speargun by Black Lion Salvage Kit for Rabid Orichalcum Imbued Inscription, but I’ve gotten Soldier’s Orichalcum Imbued Inscription instead.
It’s a bug? or not?
