Guild Wars 2

I am a new player, just dinged 46 engineer yesterday. So I won’t comment on the balanciness of the elites, but to me, they just seem underwhelming and boring. Long cooldowns and not the cornerstones to build a build around I imagined as I leveled up towards them. I am running crate ( I tried the frankenstein elixir, would be fun if it wasn’t for the tornado) and I imagine I will be doing so for the rest of my engineer career.

figured it out. Leave the the city entirely and enter from outside, I walked in from Soren Draa. Then just follow the green arrows to somewhere that is not the council chamber indicated in the quest text.

Still not resolved? I ran into this problem today
