So, the HOT announcment says,
“Starting on June 23, 2015, you will be able to upgrade to Deluxe in the gem store, but the only way to receive the Ultimate edition is to buy it from buy.guildwars2.com or in-game.”

Does this mean that once you prepurchace the game you can’t upgrade to the Ultamate Edition EVER?

I really hope this is not the case because I intended to get the Ultimate Edition, but didn’t have enough saved up at the time of my initial purchase.

Decient point, but you can get all of these things without buying the digital deluxe edition.

How you feel about this is a matter of perspective. If you think of the DDE as an upgrade to your account, then it is kind of annoying that your upgraded account is no longer being upgraded with the new upgrades.

Conversely, you can think of the DDE as an item bundle. If that is the case, it makes perfect sense that you don’t get new items when the bundle is updated.

I was really kitten ed off by this initially, but after thinking about it a bit, I have more or less established that while it would have been nice of them to give out the items, it is not mean that they didn’t.
