Its my understanding that the outmanned buff only effects the underdog server. So if the underdogs gain population ( even if momentarily) you lose the buff. In fact i dont even believe the population on the map you are gettin the temporary buff on has to be balanced for you to lose the buff. You just need X amount of folks to join in on that map.

My idea focuses on a fluctuating buff thats up at all times. So as a guild you can decide, Do we want to play on our overpopulated server and only get a 5% Exp, Karma, Magic find bonus or move to an underpopulated server to gian a temp buff of lets say 10% to all those things and Contribute to evening out the server WVW pop.’s to get a Large ( lets say 30% ) bonus to all those things.

I have an idea to even out server populations in World verse World. It involves changing the PVP bonus for being outnumbering to a sliding scale buff that increases as the WvW populations of the three matched servers reach an even status. So All three servers gain the bonus.

Example #1

WvW Server pop 1 is 400 players at 9pm Eastern
WvW Server pop 2 is 400 players at 9pm Eastern
WvW Server pop 3 is 400 players at 9pm Eastern

In This scenario all three realms would achieve a full Experience, Karma, and Magic Find bonus in WvW. The Bonus would stay full so long as the three realms are relatively even. So even if their WvW populations were not maxed out ( Say 250, 250, 250) they would still max out their bonuses.

Example #2

WvW Server pop 1 is 243 players at 12am Eastern
WvW Server pop 2 is 400 players at 12am Eastern
WvW Server pop 3 is 320 players at 12am Eastern

In this scenario Server 1 has an obvious disadvantage while Server 2 has a slight disadvantage and Server 3 is Full pop. So they (would as a Match up) only receive a Small percentage of the maximum Buff of Experience, Karma, and Magic Find while in pvp.

Lastly, to encourage Large groups of players to move to Server matchups who are not already even, you would give a temporary Experience, Karma, Magic Find buff to the guilds willing to transfer. This, along with the 7 day transfer policy and perhaps a few other Server pride building ideas like Building a title/rank system that is maintained so long as you stay on that server ( read the idea on another post) I believe would go a long way to balancing Word verse World for the long haul.

Lose the WVW Orb buffs for npc guards

For the lower populated realms who are fighting the good fight agianst the Zerg this is just another obstical preventing us from doing anything in WvW fruitful. If we only have 5-15 attacking a tower or 3-5 attacking a supply camp where the dominating realm has all three orbs, the guards are so powerful it only takes a few P.C. defenders to stroll in and win the fight or at the very least stretch it out until the reinforcements out number us 3 to 1.

I’m sure the dominating realms themselves wouldn’t mind this change if it ment more poeple on the underdog side would be willing to come out and do WvW. After all, once the dominating realm takes everything there’s very little for them to do the next 6 days until the weekly server mashup happens.
