Given the issues with gold sellers and their resulting bots, the only viable solution is to cut the link between the gold seller and gold buyer. Remove any ability to transfer gold between accounts and soulbind items received via the mail or guild to prevent their resell.

This in no way affects players ability to transfer between their own characters, interacting with the auction house, or even buying gems.

Only certain individuals would continue to use bots as only their account could gain from it. Without the sellers, Anet could better focus on removing these remaining cheaters.

Introduce a server type with the changes for new players or transfers (subject to gold limitation to discourage advance buying). If successful, existing servers could be transitioned in some fashion.

Another way to combat botters, sellers etc.

Simply remove the ability to mail gold directly to other accounts, and flag mailed items so that they can only be used, not sold or salvaged. Guilds require a little more work to prevent circumvention. Guild funds could be used as a payment option at vendors and the item flagging suggested above could work (and perhaps prevent guild banks being ripped off).

A botter could make thousands selling items on the auction house, but what good will all that gold do if they can’t offload it? A gold seller can’t sell you gold if they don’t have the means to pass the wealth to you. The only way you could do so is mailing lots of materials to craft items which you could sell, which seems a questionable transaction model.
