I had this happen just now as well. I went to the mail box and deleted a few letters and the letter from Blank Lion showed up with the bank tab. Was able to add the bank tab from the item sent.

I bought only the bank slot upgrade from the hot items list through the black lion trading post after which there was a pop up message which says that items bought…..check the mail box; which i did but there was no mail. i have also checked my inventory and bank tab but to no success; i did not receive the item. Kindly do the needful Thank You.
