I assume this is part of your own personal story line and you are instanced? If so the only solution I could recommend is exiting the instance and re-entering and trying the quest again. I’ve encountered a glitch similar to this on the Sylvari story line and re-doing the part of the personal quest I got stuck on resolved me being unable to progress. Hope this helps.
