Despite the July 27th patch that stated this:
-Fixed a bug in which certain ground-targeted skills could be retargeted after they had begun executing.
It’s not as bad, but it’s still bugged. Once the circle appears, it’s now set in place. The circle is delayed by about a second, though, so if you start the Meteor Shower cast, then move yourself or change the direction you’re facing before the circle appears, the circle will be moved to the new location.
It’s especially noticeable if you use action camera, check your surroundings while casting, or use Lightning Flash while starting the Meteor Shower channel.
Edit: Allow Skill Retargeting must also be checked for this bug to happen. You do not need to have a target for this to occur.

I really wish we were still getting armor sets instead of outfits. Being able to construct my own unique combination of armor pieces was one of the things that first attracted me to the game. Outfits just aren’t as fun. I would gladly trade several outfits for one armor set.

In almost game, including gw2, 4k is a huge improvement over 1080, which I used to play at. You probably won’t get much over 60 fps for a while, though.
This only happens if you have Ground Targeting set to Instant in options. If you move or change the direction your character faces while casting Meteor Shower, it will also change the area where the meteors are being cast. For example, you can start casting Meteor Shower, quickly Lightning Flash forward, and it’ll move the target area 900 range forwards.
I’m tempted to call this an advanced feature, but, since it only works when this option is set to Instant, it’s probably a bug.
That’s a great idea. There’s still plenty of advantages given to defenders in a siege, without the need for arrow carts. This would help promote learning to use your character’s abilities more, instead of being able to sit back and rely on an arrow cart to drive attackers away.
