I am stuck at 23/24 aswell. I checked all locations again and none can be used to progress.
I have issues with getting progress aswell

and I think every lionguard has to be alive (not most)
Today I had an issue with this achievement too.
We did all optional events. One of us for the first time. So we could track if a event failed.
- Lionguerds survived (with Turma not falling below 75%)
- Officer was killed
- Secret room was entered and the boss defeated
- EMP grenates used on each ship
- All 5 chests have been opened
The chests have been opened each by a different person. Once this was done the timer disappeared but noone got the reward. We continued to open the other chests and made it in time (taking into account the time before it disappeared)
