I don’t know what programmer from Anet decided to make the TCP timeout a minute long, but if you want to force it to restart you can use Microsoft’s TCPView (http://technet.microsoft.com/en-us/sysinternals/bb897437.aspx) to do it.
Just find the GW2.exe connection that’s using port 80, right click it, and close the connection. It will force the client to open a new one and download more data for 2 seconds before it drops more packets on the floor. I used that with the asset server swap and it finished the download after about 30 seconds of killing the connections.
This is 2015, packets don’t take over 60 seconds to get to their destination.

Is there a reason why autobalance “wins” don’t count as a win for your statistics anymore? I don’t remember seeing anything about the change in the patch notes.

This started happening after the maintenance earlier in the week. It will also withdraw party invites if the invited players are offline. It worked fine before the maintenance, and there was no client update, so I’m guessing it’s a server side issue.
