I originally welcomed the idea of smarter adrenaline management but the increased decay I think is overkill and unnecessary. I want to be rewarded for managing adrenaline smartly, not have the rug pulled from under me no matter what after combat.
Please consider removing it.
Anet clearly balanced Duel Wield Agility around Sword1 + Leg Specialist. I think that is the combo with most benefit.

Savage leap into a group of mobs, lay down Combustive Shot, proceed with 2, 3,4 or 5, then Whirling Axe. Everything melts and you have full adrenaline to repeat the process. Survivability is outrageous thanks to Cleansing Ire, Dogged March and your two passive regens.
Protip: You can dodge without interrupting Whirling Axe for added survivability.

If a 3 second stun every 7 3/4 sec is borderline acceptable, then what makes it so unacceptable is that all of the great skill buffs warriors got this last patch just so happened to make its way into one single controversial Build.
Burst Mastery + Destruction of the Empowered + Cleansing Ire + Improved healing sig + Improved Skull Crack. Lol.
Those balance devs are such kidders.
Wow, the OP couldn’t be more wrong. Whirling Axe is key in my favorite PvE spec.

Try laying down a Combustive Shot then Whirling Axe and watch everything melt. With Sharpened Axes, your adrenaline is topped again once the WA animation is complete.
Its a great ability for those who know how to combo it. The ability is just fine.

MMO leveling is boring by default. However, GW2 has done it best out of all other MMO’s.
My build is almost identical to your confusion build but I went with mace/shield and Hammer for secondary. I took the Hammer and Shield traits in Toughness line as the cooldown for mace skills are already low and with so many interrupt abilities, you will not be spamming #1 skill very often for the weakness benefit. With this build you have perpetual interrupts and confusion on your opponent at all times with the proper rotation. Timing and rhythm is key with this build. Button mashing will get you slaughtered. Practice practice.
You may want to consider Rampage as your elite. Yes, Rampage sucks by itself, but coupled with Distracting Strikes it lights everybody up with purple hats due to the massive interrupt skills. Plus 20 seconds of stability and double health is not to shabby. I think the devs balanced this elite with Distracting Strikes in mind.
