It seems that I cannot craft it, All I get is the Legendary inscription. I have changed my crafting disciplines to the other ones and bought the recipe for my other characters, none can see anything else.
I went through this, Apparently It is tied to the heart vendor being completed or not.
Hop onto an Alt and go open any of the chest, It will count for the collection
