Are there any newer leveling guides for thieves out there?

There seems to be a lot of different opinions on how mesmer does in open world. Avoid GS. Use GS. Avoid melee. Use melee.
Is there any consensus on what IS actually strong or weak with mesmer in open world? I finally got mine to 80 and have been deciding if I actually want to work on them in open world content through HoT and map completion.
So I just came back to the game after about 8 months away and I decided to try out my ranger I haven’t played since launch. I can’t seem to find a consensus on a good build for farming HoT events, or soloing HoT story. Right now I’m using a shortbow bleed build, but it just doesn’t seem very powerful compared to well…any other class that I’ve tried.
The living story just feels not epic. I as a player feel like a merc instead of a hero.
I feel replaceable, in a world that is endangered by dragons, I run around and do useless stuff. Why ain’t we going to confront them now, they will only get stronger.Scarlet is a weak villain, she just feels random. Her character does not fit to the mastermind she is sold as. And she is no dragon. That is a weakness too.
For a year, Zhaitan is dead, for a year the Pact is rotting in fort trinity. Why did the living story ignore everything that was built up by the personal story. It does not feel like a new arc, but like a different game. I do not miss Trahearne, but I miss to be in a cutscene, being part of the story, not just part of the events.
The personal story was sold as one of the pillars, but it is gone, nothing personal at all with the living story.
I was just talking with my friends about this the other day. All the living world stuff seems to have just completely diverged from this whole 80 levels of personal story that was put into place. Are all the other dragons just sitting around doing nothing while Scarlet is running around? We all laughed at how ridiculous her background seemed. It was like one of my gamers in my tabletop group trying to min/max his background as much as possible.
Also, I’m really tired of all the temporary content. If someone that left right after launch came back now, what is there to show for over a year of updates? A few weapon skins that are hard as hell to get and some back items? This living world doesn’t really feel living to me, it feels like we’re in this bubble where Scarlet and all these things are happening while there are much more pressing issues out there, but we can’t do anything about them.

So I’m just coming back to the game after a break for a few months and I thought it might be fun to go back and try out my mesmer. He’s only level 45 and I’ll admit right now, I am a complete noob when it comes to mesmer. I started my mesmer near launch and haven’t touched him since.
I came on the forums to look for a decent guide to leveling and from what I’m seeing, people think mesmer got nerfed into the ground. Now is this true, or is this just the product of negative opinions getting the most output?
Is there still a viable leveling guide out there? I’d really love to find a build that is good for leveling, but also FUN. I PVE almost exclusively, so I just need something for doing world completion, and perhaps a dungeon every now and then.

I keep crashing to desktop right before the dragons die in the dragon events. I have it happen about every other time I do one of these events. I hardly ever crash in game other than that, but it’s getting to the point where it’s almost predictable when I try to do the dragon events. When this happens I immediately log back in, but the dragon is dead and I get no credit and no loot for the event.
Will we get any new emotes and character animations anytime soon?
