The best advice that I can offer to anyone here who seems to not be able to access ANY guild functions (including storage, upgrades, and permissions settings) is to go to a different zone. Some maps (such as Lion’s Arch on my server, Yak’s Bend) are bugged so that none of these functions work. However, if you are in one of the overflow servers, an instanced story quest, a lucky zone that works, or a dungeon (instanced), you should be able to access most of the guild functions just fine.
