I have this problem too with my dark skinned sylvari. I attached an old screenshot of when I used to use parts of T1 cultural light armor, and it was pretty shiny. I think it looks fine with lighter dyes compared to really dark dyes. I understand leaves are probably hard to dye just like cloth, but I found it really annoying that it was THAT shiny (and blue too) compared to what the hero tab looked like.
I submitted this into the ‘issues with character art…’ bug thread back a few months ago :(

Issue:
Sylvari Tier 1 Cultural Armor (Epaulets & Leggings) dyes look very different outside of Hero tab.
I’m not sure if this light, reflective shine was intentional—as it looks fine on the NPC I am standing next to in the second screenshot—but it makes it troublesome to dye my armor. I am using relatively dark dyes (Burgundy, Wintergreen, Midnight Rust) and they turn out extremely light and reflective, regardless of what lighting I am in. In my hero tab, the armor does look shiny/reflective but still stays true to the colour of the dyes. I’ve tested this with lighter dyes (i.e. Mint Breeze) too and it looks fine with the shine. It’s a bit frustrating since the armor looks nothing like how I dyed them. Hope this can be adjusted, thanks!
Edit: Added another image of my sylvari in the character selection screen and noticed how shiny (and blue!) the armor looks; the other dyes look darker at the least.
