Quip III: Black powder is still not in game at the specified vendor. Blocking progress for half the collection (Making the confetti pouch impossible). Just so you guys still know.

Collection 3: Chaos Gun III, needs Confetti Pouches which Require Black Powder from the Heart Merchant in Plaind of ashford. The item doesn’t exist in his UI for anyone to buy. Only pre-req listed in the “hint” is to complete the heart. 100% map complete char, no Black Powder.

Chaos Gun III requires Confetti Puches, currently you cannot make the recipe. The Recipe requires Black Powder, says it’s sold by a Heart vendor named Thegren Topjaw in Plains of Ashford. Hint also states ot’s sold by him after completing the reknown. Went to him on a 100% map completion char, no Black Powder sold. Seems like it’s either not activating correctly or just got skipped over and not put into his Merchant Table. Regardless, I can’t see/buy it, so my progression is at halt for now.
