Worked for me, reinstalling now!
I was able to redownload the installer, but when I tried to actually reinstall it froze when the page with the actual download GW2 button came up.
Sign Cutting story step is still broken for me. Found the first couple of signs then right before the Dragon’s Stand entrance it stops working.
