the real question is how after 4 ladder leagues u can’t understand how it works.
u probably play against people with low rating and the other guy played against player with high rating.

for me it’s scrapper, this class has just 1 counter and it’s the necro (who never 1v1)
after druid,mesmer and dh.

op: mesmer/thief/scrapper
good: ele/necro/drud
decent: rev/guard
bad: war

dh is bad when the game is lvl decent.
dh only good in trash lvl

typical “balance” patch, they destroy an op class.

now war is just useless but maybe can be decent in a lowlevel.
