I’m having the same issue, but it appears to be with a specific zone, Snowden Drifts. I have a thief and a warrior there and I can’t log in to either of them; however, characters in other locations (mesmer in Malchor’s Leap, ranger in Lion’s Arch, etc.) are fine.
I had the same problem at the docks, but restarting the mission fixed it. Completed it without any further issues. Now I just want Phase Retreat to stop getting me stuck in the scenery with no way out…
