Hello, i want to start playing GW 2 again but first i got 2 questions/

1. if i delete all my characters am i able to switch servers without any cost?

2. if answer to question 1 is “yes” then what european server would be the best to go to(most populated etc.)

hey, i just reinstalled my computer and now i tried installing gw2 again but the installer comes up and it downloads something? it stops when it reached 10125kb and then just vanishes.
