It is not, we were promised a skill based MMO, not a gear based MMO. You can find many quotes from top people at ANet stating there won’t be any statistical end-game gear progression in this game only cosmetic “progression”.
If I wanted a gear based MMO I’d still be playing WoW, LOTRO, Aion, SW:TOR, Rift just to name a few.

btw i agree with you, they promise us a SKILL based game,
but after 2 months they have realized that a mmorpg HAVE to give to the “hardcore” players some to play for.
