I has the same problem, and I wasted money adding funds to paypal and to a credit card, they all failed! The most funny thing was this reply I got at one point:
“Your PaySafe is still good for use elsewhere. It’s just not going to work for Guild Wars 2.

Hi guys. I just bought the game right now using PAYSAFE CARD, i’m from Portugal and i was having the same issue as you all, all i did was change my contry to France and in the end i was sent to the paysafe card site to complete the purchase!
