I also have this problem and have tried the suggested solution (though it should be noted that my GW2 was not installed in program files, so I just moved it somewhere else from where I did have it installed). The suggested steps didn’t seem to have any effect.
When trying to defend Lion's Arch from the attack from Orr, the objective that is the children, next to the bank being robbed, will not complete even after defeating all the enemies. This makes it impossible to finish the mission. Restarted the mission five times before I just gave up. Happened all five times.
