I was rather disappointed by the armor release for multiple reasons. The main reason is because it must be paid for in Gems. This is getting a little out of hand. Have another way to acquire it or something. The other reason is because of the blue skin thing going on. Maybe if you made it so you can toggle it or obtain a set that isn’t blue that would be great.
So... how do you maximize citizens saved?

Main i believe is bugged and does not reset at 0 at the beginning of the event. In other words, you start off with the same amount from the previous attempt.
Theres another thread about this. If its true, thats really unfair. Those lucky enough to get into their servers main instance are unfairly rewarded. Unless it is only counting those saved in that time frame (ie. difference in ending number from starting number, and not from zero).
The main doesn’t reset the count, but it does keep track of how many were done during that attempt. I jumped in and didn’t pay attention to the count until the end because I was having fun. I looked and noticed we had over 4000 citizens saved, but it only gave us 25 bags and no other rewards. There were no spinal shards, no huge amount of bags, etc.
I was on Sorrow’s Furnace and we rocked the event. Sadly, all we got was 25 Alliance bags, and that was IT.

Rescue enough citizens and work together with the entire map to earn five tiers of rewards.

This is the only screenshot I took. I forgot to took when we reached over 4000.
What happened? Is this a bug? We worked our kitten off to make and it doesn’t seem like we got our proper reward. 25 bags seems like a slap in the face for 4000 citizens

I like your idea of a long quest chain and personal trials. Armor that shows you achieved something great or difficult would be awesome to have in the game. Some would argue that dungeon armor does this, but at the end of the day, I see it as armor you had to grind a dungeon X amount of times to get. Armor rewards for individual tasks and trials sounds like a better way to go.
I think they should bring in the contests like they did in GW1. The had design a weapon contests, and the results were phenomenal. The community got involved and even got their content put into the game! We could easily do the same with armor and weapons in GW2.
But basically you are not holding the strings, someone else does.

1. Legendary Armor SKINS and Legendary Dyes – Have a way to earn this and make it very difficult. Once you earn this and unlock it, it saves to your account in the same spot as your Zenith skins. As for dyes, make dyes account bound, not character bound.
2. Homes and Guild Halls – I really think that it would be cool to actually build and customize a home and guild hall for your character and. You already have some items to go into your home instance, but the designers choose where it goes, how it looks, etc. Give us the freedom to move stuff around and add items where we see fit.
3. Hard Mode – I loved hard mode in GW1 and would love to see it again in 2. It was refreshing to revisit dungeons and have a whole new challenge awaiting me.

So, I guess one thing I would like to see is Legendary Armor Skins. Now, this would not add stats or anything, but rather be a cool horizontal progression. Make it an awesome design that has cool animations, modify your emotes, etc. You could even make the design of other pieces change as you acquire another Legendary piece.
Acquiring these should be extremely difficult, whether through crafting, PvP, WvW, Dungeons, World Bosses, etc. I’m not sure how it would be implemented, but I think it would be awesome to have some cool armor of “Legendary” tier to really show you had to work hard for it.

Utilize LFG, find a guild, post in chat that you are lfg. There are several options.
Because how dare they make something require some social interaction.
