I am experiencing the same issue. All 83 hints are showing as complete with check marks yet my Hint Completion under the Hero Achievement still says 80/82. I have sent in a bug report and screenshot, as well as searched the forums regarding the issue. I see many other players reporting similair issues but did not come across any responses from Anet on the matter.
