I love how everyones argument against conditions, is condition removal. Well really Sherlock? Necromancers have plenty of cooldowns to keep conditions loaded on individuals, if you dont front end all your conditions. Your point isnt to burn someone down, but to draw the fight out. Typically the longer the fight is drawn the greater the chance the necromancer is to win. Even more so in team fights. Necromancers primary strategy right now is damage mitigation, so that the subpar damage necromancers do has the time to kill their opponent.
Just wanted to let my necro buddies know I found a build that has been working for me in the spvp scene.
Im traited 30 blood magic, 30 Soul Reaping, and 10 Death Magic.
My goal in SPVP is to counter rez/rez allies, provide large scale aoe healing, and control boons and conditions in the fight, while being aggrivatingly hard to bring down.
Your goal is to survive and to support your allies. You will not do much damage, but your goal is to hinder the enemy team from doing damage. I will explain my trait lines and utilities.
Death Magic 10 Points:
10 pt: Ritual of Protection: Wells apply Protection for 3 seconds when cast.
Blood Magic 30 Points:
10 pt: Ritual of Life: Create a well of blood when you revive an ally (with heal spec, this is 500 a tick for 10 seconds)
20 pt: Ritual Mastery: Reduces well cooldowns by 20 percent.
30 Pt: Mark of Evasion: Leaves a mark of blood when you dodge. (marks of blood transfer conditions to foes, and regenerates all nearby allies for 900 over 5 seconds)
Death Magic:
10 Pts: Fear of death: when you go down you fear all nearby enemies.
20 Pts: Mark of Revival: create a reapers mark while reviving an ally. (this is great for stopping stomps, and rezzing your partner)
30 pts: Foot in the grave: get stability for 3 seconds while in death shroud.
Weapons:
Staff (Rune of Frost I think? When you swap to it chills all nearby enemies. This is vital as you will be in the thick of battle.)
Scepter/Dagger (or Focus if you fighting a heavy boon team) (dagger if you are fighting a burty team as it provides aoe weakness) (Rune of Frost, and Rune that provides percent endurance on swap. As you typically lay your marks and then switch weapons)
If you are bunkering a point solo you may want to switch to axe, as this will provide you retaliation with its 3 and provide a mild dmg increase over scepter. As your bleeds will only be doing 91 ish damage per tick.
Axe/Dagger (or Focus if you fighting a heavy boon team) (dagger if you are fighting a burty team as it provides aoe weakness) (Rune of Frost, and Rune that provides percent endurance on swap. As you typically lay your marks and then switch weapons)
Heal Skill: Well of Blood, should heal you initially for 6 k and provide a 5k heal over 10 seconds in an area.
Utility 1: Plague Signet (or spectral armor if you are fighting a heavy stun burst team)
Utility 2: Well of Power
Utility 3: Well of Corruption
Elite: Plague Form (this talent with its 2 skill will allow you to significant lower the DPS of an enemy team while providing you considerable standing power)
Armor Runes: Runes of Mercy, as your goal is to rez allies quickly and survive while you do so.
Amulet: Cleric Amulet with a Knights Gem.
I hope you find this helpful, and have a great day.

Necromancers are not bursty as condition builds, if they remove conditions put more on. You have the ability to do so, and if you premed your marks your CDs will be up on your marks again

This is assuming you are scepter knife/staff.
If you see an enemy coming place all your marks at your feet and do not move. Most thieves/warriors will blow a cooldown or two to ruin you. The fear will stop them from doing any significant damage. If the warrior is immune to fear, swap weapons to scepter drop weakness and dodge kite.
Even better is finding a position where individuals in melee range cannot reach you, allowing you to get a significant condition advantage before dropping down to fight your enemy.
In most situations you should pull out ontop, as the warrior cannot pin you down long enough to do substantial damage.
If the thief or warrior has a ranged secondary and does not fall for your bait. Do not move. Simply bleed them down as over the duration of your ranged fight you will pull ahead in damage.
Your ability to escape burst situations is entirely up to you, as spectral armor does break stun and you can trait DS for stability.
Just a few tips, have a good one.
