the necromancer minions only get stronger through your levels and the minion specific traits. (training of the master, flesh of the master, minion master, ect) If you’re looking to figure out what stats you need the most, just base it off of your weapons. (I’m going to assume you’re using a staff with your minion build).
axe+warhorn? power
scepter+focus? condition damage
dagger+[whatever]? power
healing power, vitality, and toughness also all benefit you greatly. The staff gives you a 6 second cooldown heal which is potentially your strongest spell. In PvP vitality and toughness are extremely important. You need to be durable so that enemy players can’t simply rush you down to eliminate your minion army. Not only that, but since a large portion of your damage (minions) is flat, you won’t benefit from damage boosts as much as other classes.

This game has “end-game” in the form of:
-Farming for legendaries
-Orr
-Explorable mode dungeons
there is no “10 man+” group raids. The closest you can get are meta events in specific zones.

bring a condition removal and increase vitality. You pretty much choose between resisting conditions or flat damage when it comes to vitality vs toughness.

If by pet build you mean minion master, staff is by far the best. It’s the only necro weapon that allows you to heal your minions. (on a really short cooldown too, like 6 seconds). your secondary set is really up to you. I personally like scepter/focus for single target ranged damage.
