Having exactly the same problem, seems that many others are. and no doubt that Anet is working on it. Just wish they’d acknowledge the issue at least.

Like many others it seems, I (we) cannot edit ranks/settings or perform upgrades using our influence (which is amassing as time passes). Anet, you guys are super busy no doubt, but please try to fix this sometime relatively soon

Looks like anet is fixing this issue (at least as of this afternoon 9-15-2012) and glad that they are at least aware and repairing. ATM you cannot interface with the NPC or lose money, and a message apears in big red letters telling you that the “event” is down for maintenance. Sucks that you people got the shaft on this, but it happens and hopefully you will get some real Karma ; )
