Does this mechanic exist in GW2? If so, is there a ceiling where it’s really not worth it to put more points? Or does this differ for each attribute?

Sorry for the noob post here, but I cant seem to find the maps for my asura and sylvari characters past the Brisband Wildlands…on both toons my story line takes me to Gendarran Fields.

Or do these two races not have their own maps past Brisband? Humans, Norns and Charrs all have their own maps all the way at least to level 70 (it seems Norns and Humans share maps after this point), so my assumption is that asura and sylvari would also have their own maps. And then there is all that real estate east and north of Brisband (Magus, Maguuma, Woodlands)…I was sure that these areas were for these two races. But I cant seem to find how to get into these areas.

Am I missing something?
