Guild Wars 2

I’m seeing this error trying to INSTALL the program:

“Guild Wars 2 is unable to start because another copy is already running on this computer, or because the application has insufficient rights to successfully detect whether another copy is already running on this computer.”

I was running GW2 previously on this laptop on another hard drive. Pulled that, installed a new SSD with a new install of Windows 8 Pro. Can’t install from the discs or downloading the game client. I’ve rebooted the computer and ran the installer with Admin rights. No dice.
