I got the same update here. They also mentioned that “You are having trouble applying your serial code because your game account is not set to the same region as the code that you are trying to use”.
Perhaps these were from the same batch of cards distributed at Gamescom.
I can confirm that I am having the same issue and I’ve opened up a ticket with the Guild Wars 2 support.
