Moving a character between accounts
As many other ideas that may come from good intentions, far greater problems arise.
You know in WoW you can sell characters, right?
The same would happen in GW2 if this is ever allowed.
Sorry I didn’t play WoW. But I still think, that we can figure out a solution between moving a character in good intentions and preventing of character trading, like: one character move per year/account or something.
I think more popular is re-selling whole accounts… but isn’t it a different topic?

Trust me, these processes can have all the safeguards they want.
I can even tell you that in WoW, to transfer a character you must prove you’re a familiar.
To do that, you need to have the same last name and stuff like that.
In the end, people can get around this by changing names, etc, and eventually making themselves “ellegible”.
It’s just not viable without intrusive procedure (asking for ID, etc).
This is sick.
One character move per account should stop it from massive character production, moreover it will force those “traders”, who will continue it, to buy a new account and seriously decreasing their profit. Maybe if character price is very high, in other case it shouldn’t be mass practice.
Secondly, making a high lvl char in GW2 is a matter of weeks, not months/years like in other games, so anyone can achieve it. This make this deal pointless to sell any characters.
You can get characters to max level in WoW in days instead of weeks, and they sell pretty well.
If it’s easy getting a character to max level, just make a new one.
It’s not worth implementing an incredibly exploitable feature to solve something as “easy” as leveling a new character.

In GW2 you can get it too in few days, but the point is I’m not talking about no-lifes, but normal players.
and itn’t just about character lvl, it’s about it’s design and storyline decisions and rewards from it. I can bet, that you don’t remember all your character storyline decisions.

Just give all your wealth and materials to your account’s owner, make your new character, and he gives the stuff back/helps you get to where you were.
It’s an interesting idea. My neighbor tried GW2 few times when he was at my place, and he got to the lvl 30, and since he’s planning to buy his own copy he would like to continue using his character, so this option would be perfect.
However, there’s a dark side to character transfer, we all remember WoW, so I think that you should be limited to 1 character transfer per three months or something like that to prevent character trading.
Is there way to keep track of character transfers in order to prevent character trading?
I know back in WoW, they had this feature with a few restrictions (and probably still do). For instance, both accounts had to have the same last name and (probably) same mailing address. The mentality behind that is that family members who share accounts could shift characters around for a modest fee. In addition, in their Terms of Service, if you were a parent or legal guardian, then you can have your minor play on your account with no repercussions. I suppose it could work that way.
Also, as far as changing the name of the owner on your account goes (for those who thought of buying and selling accounts on the black market), I do remember they requested legal documents that authorized that change, such as legal name changes and marriage documents.
A character transfer to another account could work in GW2 as long there are preventive measures to minimize the chances of someone “selling” that character in the black market. That’s probably one of the major reasons why implementing such a feature would be bad.
I’m not saying that you’re a person that wants to sell your Exotic-decked level 80 characters to the highest bidder, but it’s just something that could happen with account-to-account character transfers.
