Buy or wait?
If you don’t care about the betas or the title, and you don’t care about the slot then waiting to buy it after it comes out (and you can watch streams and read reviews if you desire) is probably a good option for you.
Wait till they reveal more about HoT. As of right now, there’s nothing in HoT for me. 1 pvp mode and 1 new wvw map is not worth that 50$ Especially when they not really part of the expansion.
It is entirely up to you.
The only current benefit to pre-purchasing is beta access, a character slot and a title. On release, you will be able to buy the standard edition and can then get the deluxe upgrades through the gem store (or from the deluxe edition on the web page) so that is nothing specifically for pre purchasing.
Of course, once the expansion is released, you will then have a plentiful amount of information that will help you make the decision as to whether or not you want to buy the expansion, or alternatively, you can watch someone streaming during a beta event and try to decide from that.
You do have some time to decide, as I am quite sure the expansion won’t drop for a couple more months or so, but that is purely my speculation.
If you see the character slot as a $10 value, you might as well pre-purchase it because you likely won’t get it any cheaper. If not however, you might as well wait a few weeks after launch for a sale, which will likely be around $10 off. If you want to wait longer, like 9+ months, it might be $20 less, but don’t expect to see it any lower than that since they’ll just reset the price with the next expansion.

HoT may be small, but also consider that the living story is no longer free. The majority of future content updates will be locked within HoT, until they move on to the next expansion.
Wait, the reason I say this is because so many people just threw their money at Anet, and we have seen very little info released since. Now they have their next Gaming Conference and you can bet your butt they are going to hold back a lot of info to announce it there. Stop enabling them, if everyone refrained from blindly giving them money they might have felt some obligation to elaborate on what exactly they expect us to purchase.
They are doing a very crappy job of updating us or there really isn’t all that much to the expansion so their dragging it out. Either answer is unacceptable and they don’t deserve to be rewarded for it.
I agree with the others. If you’re not interested in what the prepurchase has to offer as inducements then wait and get it afterwards. It’s unlikely to cost more.
ANet may give it to you.
The expansion contains nothing for PvP or WvW, so no point buying it if you enjoy those game modes.
PvE, well they haven’t really talked much about anything related to PvE content yet.
I’m certainly waiting and seeing, they haven’t shown $10 in content yet, let alone $50.

It’s really simple.
Just like the hall of monuments back when Guild Wars 2 was announced you’ll have to grind to 50 points ‘till the game finaly comes out.
But this time it won’t be ingame succes that will fill the bar, it will be the reveal of actual content for the extension.
So eventualy you’ll end up with enough content to reach the 50 ($) points to reach the M-M-M-M-M-MONSTER KILL! rank and buy the game, or not.
Of course the value of each revealed feature is up to you.

Wait. Know what you’re getting. Read or listen to reviews. Avoid the impulse buy and watch what happens.

Tattoo for sure. Why spend money now for HoT when (1), you have so little information about it and (2), there is no release date and it’s beginning to look like it won’t be out until the very end of the year.

Baldur’s Gate 2 all the way, there’s not even a question about it. Why would you pay now for an expansion which is highly doubtful we will get to play in the next 6 months and has so little revealed about? And from what it has revealed it’s mostly stuff that should have been in the game from the start. Even more so if you say you don’t care about the betas and the other stuff you would get. ANet needs to deliver a lot more to justify that huge price tag…
Waiting is by far the best policy without even a release date announced.
Every person decides for their money, so if you wish to buy it… then do it.
By analyzing the past you can see the future, so you should already know what promises will bring. In a pre-purchase all you have to do is decide if promises coming from marketing-team are worth 50$ or not.
I personally think I will wait until I have a lot more info about what I buy. It’s not about the money, but it’s this business model and all the promises from the past that keep on raising many questions. In short: it’s a trusting issue.
Erm, where is 50 bucks that much worth.
A tattoo in my country costs about 300€ and a non-fancy dinner for two 100. On the other side I earn about 50 in an hour.
Anyway, if you are unsure just wait. The game won’t run away, it’s an MMO for that matter.
