PVP build for new player
Bad news, phantasm mesmer is the absolute worst choice for PvP.

This is probably the easiest mesmer build that’s still effective, but you won’t learn to play mesmer with this because it’s entirely different from what the “concept of mesmer” is.
In general if you’re looking for working builds use metabattle.
Btw mesmer’s a pretty hard class, maybe not the best choice for a beginner.
It might be good to just “jump in the deep end” and go with a 4/4/0/0/6 shatter spec. It’ll be difficult at first, but you’ll learn some important things about the class along the way.
Just roll the flavor of the month. 04046 condition shatter. Scepter/pistol staff. Rabid armor/pvp necklace. Runes undead/nightmare/traveler, sigils torment/energy/corruption/doom to start. Tweak as needed. Teaches shatter skills but more armor health so forgiving till more confident.

lol.. no it teaches a completely different shatter and play style. It’s also not a great choice to start learning tPvP with. A focused Mesmer is a dead Mesmer even on that type of build…
If you want a More Forgiving and tanky Shatter spec, Bring a different Amulet from zerkers and run 0/4/4/0/6. Bring in your staff cd reduction trait and just focus on learning to kite and get out of the way while working on shatter timings.
Later swap to 4/4/0/0/6 and apply boon stripping to stuff to focus on learning, what boons and when to aid your team with your bursts, get used to having less staff ports to zip around and learn to save things for the right moments.
last step is to swap for a zerker amulet and then enjoy nuking that clueless bear-bow ranger standing off point smashing 1 and 2.. they go down in 1 big hit if you do it right.

if you don’t want to try shatter, you can attempt the various Phantasm builds like Lock-downs or PU.
PU is very much a pick up and play spec that doesn’t have a big learning curve.
Lock Down is shatter’s more overly complicated brother in a lot of ways.

Hopefully your curiosity and competitive edge will kick in and allow you to try some other potentially more effective builds as well. However, since the OP specifically asked for and prefers the style of phantasms, I think we should focus on making that work for him.
A long time ago way back when CS was bugged, I coined a build called “Dazzling Blades” among my friends. It’s essentially a lockdown phantasm build. Take a look here:

I sometimes switch out blink for MoR or Arcane Thievery. Spend most of your time on GS ranging from a safe distance. If you’re mid-range, spam your sword 4 to proc CS, then let your iSwordsman hit like a truck with that ~80% crit chance. I would only shatter if you had no phantasms alive.
It’s probably the highest risk phantasm build you could play?
On the condition side of things, check out the build in my signature. It’s quite the hybrid of phantasms, clone death and signets. Really unique way to play phantasms and decently effective. It does take a bit of practice to know when to use your signets as they all serve important dual purposes.

Should be suitable for a beginner, especially if you’re just intending on being a hotjoin hero. Can run Zerker amulet once you feel comfortable with your defenses and wanna do more damage.
Keep in mind that once you want to be come competitive, Phantasms start to become frowned upon (though not as much in WvW). If you really wanna be the best Mesmer you can be, try to tough out learning a Power Shatter (difficult at first but totally rewarding once you get it down)
